Position Number 38623 Company Hanford Mission Integration So City/State Richland, WA Location 1981 Snyder Posted 01/04/2024 Closes 01/11/2024 Regular/Temporary Regular Full/Part-Time Full-Time Job Duties/Scope Of Work JOB SUMMARY: This position provides support by working with the Procurement Compliance/Support Manager and staff to establish and maintain an effective Procurement compliance program, prevent and detect organization violations of policy and procedure, and foster a culture of compliance through analyzing data pulled from various Procurement databases.
This position will also develop reports for internal and external reviews, help develop training and/or internal controls when deficiencies in reviews are discovered or otherwise determined to be needed and help the Procurement Team with producing responses to internal and external audits.
Essential job duties of this position include: * Work in conjunction with other Procurement Compliance Specialists to review various aspects of subcontract documents/files to ensure compliance with procurement policies and procedures, HMIS's prime contract with DOE, the FAR, DEAR, and any other applicable regulatory requirements.
* Document and communicate issues identified during compliance reviews to other Procurement staff and Management.
* Work with the applicable Procurement Staff and Management to determine corrective actions for issues identified and perform follow-up reviews to ensure corrective actions are completed.
* Ensure terms and conditions within the prime contract are flowed down accurately into procurement procedures, forms, templates, and other tools used during the Procurement process.
* Prepare written reports regarding compliance for Procurement Management use and potentially DOE.
* Participate in the preparation of corrective action plans and completion of action items including documentation for closure, effectiveness reviews, presentations to HMIS management and/or external auditors.
* Retrieve contract data in support of assigned audits and assure it is accurate, complete, and provided in accordance with established schedules and in the format requested by the auditors.
* Collaborate with Procurement Management leadership and staff to provide required information, data, and responses to questions that arise from auditors in the performance of assigned audit activity.
* Participate in internal assessments/reviews of procurement activities to ensure compliance with policies and procedures.
* Develop and implement other compliance monitoring processes as needed.
* Review Procurement processes and identify areas for improvement.

Basic Qualifications * BA/BS degree in Accounting, Business, Finance, or related field and 5 years of related experience - OR - an equivalent combination of education and experience.
* Must have excellent interpersonal and decision-making skills.
* Demonstrated leadership skills and sound judgement.
* Knowledge of computer applications, including Microsoft Office.
Desired Qualifications * Experience conducting compliance reviews (policy or process).
* Knowledge of Procurement processes, including construction, materials and services.
* Experience with internal and external audits.
* Knowledge of the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR).
