NSD Physical Detection System & Deployment Division’s Technology Integration (TI) Technical Group is seeking an Associate level International Deputy Regional Project Manager.
In this role, the candidate will support the Global Material Security Office of Radiological Security by serving as a Deputy Regional Project Manager in support of the National Nuclear Security Administration’s Office of Radiological Security Specifically, the position will serve as a PNNL Deputy Regional Project Manager for the international implementation of the Office of Radiological Security (ORS), securing radiological materials at civilian locations throughout the United States.
The candidate will report directly to the assigned ORS Regional Project Manager for day-to-day execution of project activities and be accountable to the ORS Deputy Program Manager for expert delivery and customer relationship development.
This position requires frequent high-level interactions with senior government, political, and industry partners, including senior management at the U.
S.
Department of Energy Headquarters, hospital administrators, university deans, security directors and other site stakeholders as required.
The incumbent will provide technical and project management leadership for all project tasks, including project planning, execution, and reporting.
The candidate will reside as a member of the Technology Integration Group within the National Security Directorate and will be directly accountable to PNNL’s ORS Program for project execution.
Collectively this program has an annual budget in excess of $150M.
As a Deputy Regional Project Manager, the incumbent will provide technical and project management leadership and oversight for the execution of all protection, reduce, and remove activities within their assigned region.
In addition, the candidate will be responsible for devising a long-term sustainability strategy for their assigned region.
The candidate will be directly accountable to the assigned Regional Project Manager for expert project delivery, providing direct management and technical oversight to international regional projects having a total annual budget of approximately $8M.
The incumbent will support complex, politically sensitive, nationally critical, and technically challenging projects within the Global Security Implementation Project Management Office.
Successful experience in a wide array of technical, teaming, and complex operational situations, plus a demonstrated ability to interact positively and professionally with customers, senior executives, key stakeholders, and project managers is essential.
The candidate will provide direct technical and project management expertise and leadership to assist clients in developing and implementing nonproliferation and international security policy.
In this capacity, the candidate will utilize their own technical and project management expertise, supplemented by management and staff from other DOE National Laboratories and subcontractors.
Specific requirements include: Demonstrated ability to work proactively with HQ sponsors and counterparts, and to independently initiate and carry out new technical activities to provide project management to various nonproliferation projects in a leadership capacity.
Provide a consistent communication link with internal and external clients.
Demonstrated organizational skills with an ability to adapt and prioritize work assignments in a rapidly changing environment.
Possess the ability to effectively work with and manage widely dispersed multi-laboratory staff and interagency teams.
Perform project management and technical activities as directed by the PNNL program manager.
Provide project management oversight for assigned project activities, including project planning, scheduling, budgeting, change control, project documentation, performance tracking, and reporting.
Interface with PNNL project controls and contracts staff to implement assigned project activities.
Demonstrated knowledge of disciplined project management practices, with familiarity of industry recognized project management tools, concepts, and software Knowledge of contracting principles and business practices within government, commercial and international arenas; knowledge of a wide range project management, marketing, and financial practices; advanced knowledge of business standards and practices.
Excellent verbal and written communication skills with a demonstrated ability for writing technical, policy-oriented and project documents in a clear and understandable manner.

This position is accountable to the assigned ORS Regional Project Manager and the ORS International Portfolio Manager for: Overseeing assigned technical and project management tasks with exquisite detail to ensure project activities comply with technical scope, budget and schedule commitments, while complying with all Program policy requirements.
Providing technical expertise and coordination.
Identifying opportunities for expansion of PNNL business within the NA-21 Account and providing recommendations to the ORS Program Management team.
Providing immediate and first-hand communications between PNNL and ORS Headquarters for NA-21 business opportunities and performance assessment.
This position is accountable to the assigned Technical Team Lead for: Adherence to laboratory policies and procedures including, but not limited to: timely time reporting; annual refresher training as well as project-specific training; adherence to expense report policies, etc.
Communication and commitment to professional development activities.
Qualifications: Minimum Qualifications: BS/BA and 5+ years of relevant project management experience -OR- MS/MA or higher and 3+ years of relevant project management experience Preferred Qualifications: Successful experience in a wide array of technical and management situations, as well as a demonstrated capability to interact successfully with senior program managers and the NNSA/GMS customer is essential.
The position requires the candidate to understand and implement the objectives and goals of NNSA’s ORS and to aggressively tailor programmatic activities to meet those goals.
Specific requirements include: Demonstrated ability to work proactively with clients and to independently initiate and carry out new activities.
Demonstrated ability to work in a highly politically sensitive environment due to the nature of business dealings with senior federal staff and the high visibility of the program.
Demonstrated organizational skills with ability to prioritize work assignments and adjust schedules based on changing requirements.
Expert knowledge of project management, database applications, custom reporting systems, and system integration Knowledge of contracting principles and business practices within the government, commercial and international arenas; knowledge of a wide range project management, marketing, and financial practices; advanced knowledge of business standards and practices.
Pre-existing experience/relationships with NA-21 Program/Client strongly preferred.
Excellent verbal and written communication skills with a demonstrated ability for writing concisely and clearly.
Prior experience working with Department of Energy sponsors in national security initiatives.
Hazardous Working Conditions/Environment: Frequent domestic and/or international travel is required (not to exceed 40%), and if the candidate is required to visit nuclear or radiological facilities, completion of PNNL ORS radiological training for offsite nuclear facilities will be required.
Additional Information: This position requires the ability to obtain and maintain a federal security clearance.
