com/showcase/10823235 NATURE OF POSITION The Civil Engineer I performs engineering work including design and construction for municipal projects; develops project scopes and cost estimates, manages project budgets, performs design calculations, prepares plans and specifications; manages consultant contracts and oversees consultant designs for municipal projects.
This position supervises and directs the work of assigned engineering and support staff.
REQUIRED MINIMUM QUALIFICATIONS Bachelor of Science degree in Civil or Environmental Engineering and Engineer-in-Training (EIT) certification.
Valid state driver's license.
DESIRED QUALIFICATIONS Bilingual in Spanish.

SUPERVISION RECEIVED General direction and oversight are provided by a licensed professional engineer (Civil Engineer I/II, the City Engineer or the City’s Utility Engineer).
ESSENTIAL DUTIES AND RESPONSIBILITIES 1.

Develop initial project plans and assist in establishing schedules and budgets.
Coordinate projects with adjoining property owners, municipal, state, and federal stakeholders.
3.
Design and oversee assigned projects.
Prepare and provide guidance, direction, and oversight for the preparation of plans, specifications, cost estimates, and bid documents for City projects.
4.
Provide technical assistance to developers during site development plan reviews to assure compliance with City codes, ordinances, and general engineering practices; perform site reviews as necessary.
5.
Communicate recommendations with stakeholders, exchange information, respond to inquiries and complaints; assure appropriate information is provided and problems are resolved.
6.
Oversee assigned projects during construction; maintain project records, documentation, and contracts; prepare payment requests; monitor project expenditures and maintain budgeted parameters.
7.
Assist Civil Engineer I/II, City Engineer and/or Utility Engineer in the management of projects such as IRRP, TBD, Bridges and the operation, design, construction, and maintenance for the City’s water, wastewater, and landfill operations.
8.
Manage consultant contracts and related projects as necessary; represent the City on assigned boards/committees.
9.
Produce correspondence between the City, contractors, consultants, agencies, and the general public regarding project matters such as change orders, rights of way and claims for damage; prepare progress pay estimates and reimbursement requests.
10.
Prepare a variety of technical reports to support engineering programs, present written and oral recommendations.
Assist Engineering leadership and personnel in the preparation of long-range Transportation Improvement Plans, Utility Improvement Plans and Capital Improvement Programs.
11.
Work with assigned engineering technicians and support personnel; explain engineering concepts and principles; review documents and correspondence.
12.
Lead the preparation of grant applications to ensure compliance with federal /state grant programs and regulations.

KNOWLEDGE, SKILLS AND ABILITIES • Demonstrated knowledge of complex principles, contemporary practices, and advanced civil engineering techniques.
• Knowledge of advanced methods of engineering drafting and surveying; utilize relevant instrumentation; interpret survey notes and plans.
• Apply mathematics to develop and evaluate engineering plans and specifications; calculate complex computations for cost estimates and budgets.
• Able to perform difficult technical research; analyze complex engineering and mathematical problems; evaluate engineering studies; identify and recommend alternative and effective courses of action.
• Knowledge of municipal, state, federal and American Public Works Association codes, ordinances, specifications, policies, procedures, and standards; knowledge of municipal government operations; environmental policies and laws applicable to engineering projects.
• Effective oral and written communication skills; report writing, plan interpretation and oral presentation abilities.
• Ability to understand and execute oral and written directives; translate scientific and technical matters to non-technical individuals, including policy makers.
• Balance multiple priorities to meet schedules, timelines, and commitments; monitor and control project budgets; maintain records and prepare reports.
TOOLS AND EQUIPMENT USED Windows-based PC with Microsoft Office Suite (Word, Excel, Access, PowerPoint) and other engineering and administrative software applications; GIS systems and equipment; utilize AutoCAD Civil 3D; and financial systems software.
PHYSICAL DEMANDS Sit for extended periods of time and intermittently stand, walk, kneel down, stoop, bend and twist at the waist, and drive a passenger car or pickup truck.
Traverse rough and uneven surfaces on foot.
Climb ladders to conduct inspections; dexterity of hands and fingers to operate a computer keyboard; hear and speak to exchange information; ability to see, including close vision.
WORK ENVIRONMENT Office environment; construction and utility sites; driving a vehicle to review work areas.
