NATURE OF POSITION Direct the daily operation of Facilities Maintenance to ensure Agency goals and strategies are realized.
Plan, direct, and coordinate staff activities to maintain multiple Agency assets throughout the Public Transit Benefit Area (PTBA).
Manage Agency special projects to include but not limited to coordinate, set goals, initiate, track and support project schedules, milestones, deliverables, and interface with internal and external parties.
Essential Duties & Responsibilities/KSA Provide leadership and direction to departmental staff to include coordinating work among the department; coordinate work with external agencies; prioritize and assign work; conducting performance evaluations; ensure that employees follow policies and procedures; and make hiring, termination, and disciplinary decisions and recommendations.
Conduct or assist with a variety of professional level staff studies concerned with the analysis and improvement of business functions and services; conduct needs analysis and identify and devise strategies for improvement.
Define project scope, goals, and objectives, develop project timing and action plans, coordinate project implementation; inform and advise management staff of program progress; make necessary adjustments to facilitate meeting and maintaining key goals and objectives.
Plan, organize, and direct the maintenance and repair of all Agency facilities and grounds; direct the periodic inspections of equipment operated and maintained by contractor organizations.
Oversee equipment procurements, compliance with provisions of equipment warranties.
Determine and allocate labor and equipment resources, and supervises all facility activities, repairs, and maintenance on equipment, buildings, bus shelters, and bus stops to assure work is performed efficiently and according to appropriate guidelines, procedures, and regulations.
Develop, monitor, and manage the budget items related to department; develop and review cost estimates for maintenance and repair projects and activities; research and analyze data for cost effective improvements.
Executes contingency plans and adapts operations for unexpected weather conditions, equipment failures, and emergency situations.
Responds to facility and emergency situations on a 24-hour/7 day a week basis.
Ensure that Agency standards of safety and security are met by monitoring alarms, reviewing facility operations and equipment for adherence to Agency policies and local, State and Federal rules and regulations; participates in Labor and Industries and Fire Department site inspections and reviews.
Develop, implement, and evaluate policies and programs to ensure a high quality of maintenance and repair of Agency facilities, and equipment.
Track and report information by reviewing and/or analyzing daily workflow, daily maintenance requests, preventative maintenance inspections, and employee attendance.
Address labor relations issues by following established Agency guidelines, hearing grievance responses, and determining corrective action; may represent the department’s interest in collective bargaining and arbitration.
Direct investigations to verify and resolve customer complaints.
Negotiate, authorize, and monitor fulfillment of contracts with equipment and/or materials suppliers.
Supervise, motivate, and provide direction to assigned staff; evaluate work performance for acceptability and conformance with department standards; work with employees to correct performance deficiencies.
Oversee and monitor facilities maintenance management system and other information technology required in the daily operation.
Ensure compliance with safety regulations and supervise safe work practices; ensure conformance to hazardous material and hazardous waste regulations.
Prepare a variety of reports, documents, and correspondence.
Work with and maintain confidential information.
Demonstrate regular and punctual attendance.
Other duties as assigned.

Interpret and apply principles in the management of a facilities maintenance program of a transit organization.
Applicable Federal, State, and local laws, rules, codes, and regulations related to assigned areas.
Understand and apply collective bargaining and labor agreements.
Equipment maintenance and management processes, practices, procedures, repair, and implementation techniques.
Industrial safety rules and regulations as applied to a public transit system, specifically methods for safety and legally handling hazardous materials and waste.

Supervise, train, counsel, and discipline staff.
Demonstrate persuasion and influence in negotiation strategies.
Establish and maintain cooperative relationships with those contacted during work.

Utilize office equipment and other relevant technology (software and systems) to meet business needs.

Qualifications MINIMUM QUALIFICATIONS Bachelor’s degree in business administration, Transportation, or related field from an accredited institution and five years of progressively responsible supervisory/management level experience in maintenance and/or transportation.
; or an equivalent combination of experience, training, and education.
Must possess a valid driver’s license.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS Must obtain and maintain the following licenses and certifications for continued employment at BFT: First Aid and CPR certification; or ability to obtain within 180-days of employment PREFERRED QUALIFICATIONS Seven (7) years of experience managing transit facilities; Completion of Journeyman level trade apprenticeship, seven (7) years of progressive responsibility in project management consulting and executive administration.
