Click Here For Rockstar Rewards Responsibilities: The Operational Readiness Group is seeking a Project Manager 3 to serve as the Training, Workshops, and Exercises (TWX) Program Manager for PNNL’s Nuclear Smuggling Detection and Deterrence (NSDD) Program.
NSDD’s Training, Workshops, and Exercises (TWX) works with international partners to strengthen capabilities to deter, detect, and investigate the smuggling of nuclear and radiological materials by providing the expertise and tools needed to respond to smuggling events.
The TWX Program Manager is responsible for a complex, medium-high risk, international training, workshop, and exercise program with a budget of approximately $20M and 20 full-time equivalent (FTE) team members.
The TWX program’s purpose is to develop, implement, and sustain counter nuclear smuggling detection capabilities to support a strong nuclear security regime.
The TWX PM is responsible for providing oversight and technical direction to teams of event managers, instructional system designers, subject matter experts, and trainers at PNNL, other laboratories, and international partners.
Responsibilities also include mentoring in the areas of scope, schedule, and budget; stakeholder engagement, strategic planning, expert delivery; process improvement; and risk management.
The TWX PM will routinely interact with the stakeholders to assess workshop, exercise, and training needs and execute and systematically develop modularized and customizable curriculum with a focus on activity-based learning.
This includes collaboration with international organization such as IAEA, INTERPOL, World Customs Organization (WCO), and the Border Monitoring Working Group (BMWG) in related mission areas to act as a force multiplier and provide consistent guidance on best practices to the global counter R/N smuggling community.
The TWX PM is also responsible to oversee the qualification, development, and evaluation of SMEs and instructors.
The TWX PM reports to the PNNL NSDD Program Manager and works directly with the DOE/NNSA HQ sponsor on developing and implementing strategy and oversees all aspects of the TWX program, not just limited to PNNL staff/activities, but also coordinating resources from other labs and subcontractors.
The TWX Program Manager (Project Manager 3) responsibilities include: Work with other NSDD teams to ensure the level of TWX resources matches current and anticipated programmatic needs Develop and maintain program execution guidance documents Manage the overall TWX program budget, scope, and schedule Oversee the Execution and Development Leads Work proactively with HQ sponsors and international counterparts to plan and coordinate all aspects of TWX events Identify and assign technical and support resources to execute activities Assign and oversee Event Manager actions and processes, ensuring deliverables are being met, or delegate to Execution Lead Assign and oversee Instructional Designers and SMEs actions and processes to develop, review, and prioritize curriculum and material updates, or delegate to Development Lead Lead weekly status calls with the sponsor Qualifications: Minimum Qualifications: BS/BA and 9+ years of relevant project management experience -OR- MS/MA or higher and 7+ years of relevant project management experience Preferred Qualifications: Proven track record of managing complex projects, preferably in training, workshops, or exercises programs, demonstrating the ability to plan, execute, and monitor project timelines and budgets effectively Excellent stakeholder management skills, including the ability to collaborate with internal teams, external partners, and clients to ensure alignment of project goals and successful delivery of event-related initiatives Capability to coordinate with subject matter experts (SMEs) to develop, review, and prioritize event and curriculum updates Exceptional problem-solving skills with the capacity to identify challenges, develop innovative solutions, and mitigate risks throughout the project lifecycle, ensuring successful outcomes and continuous improvement Skill working with sponsors to develop vision and strategy and leading a large team of people to execute work Hazardous Working Conditions/Environment: On occasion, domestic and international travel may be required, up to 4-8 trips per year.
Hazards associated with international travel safety and security will apply.
Additional Information: This position requires the ability to obtain and maintain a federal security clearance.

Citizenship Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing.
In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.
S.
Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position (TDP): This position is a Testing Designated Position (TDP).
The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
