This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.
DNR Mission Statement To protect, restore, and enhance the first foods ? water, salmon, deer, cous, and huckleberry ? for the perpetual cultural, economic, and sovereign benefit of the CTUIR.
We will accomplish this utilizing traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and actions; and 2) natural resources policies and regulatory mechanisms.
Fisheries Mission Statement To provide sustainable harvest opportunities for aquatic species of the First Foods order by protecting, conserving, and restoring native aquatic populations and their habitats.
Artificial Propagation Mission Statement: To develop, operate, and co-manage artificial fish production facilities to replace extirpated populations and supplement depressed populations.
GENERAL STATEMENT OF DUTIES This position will be responsible for leading all CTUIR artificial production facility planning, operation and maintenance activities.
The individual will be responsible for oversight and management of funding contracts and operations of CTUIR salmonid artificial production facilities in the Umatilla, Walla Walla, Grande Ronde and Tucannon basins in a manner consistent with the above mission statements.
The position will provide supervision and management direction to project leaders for effective and efficient coordination, development, implementation, reporting, and administration of CTUIR artificial production projects.
The position will also act as an external CTUIR representative for production planning in the Columbia Basin such as US vs OR Production Advisory Committee (PAC), Lower Snake River Compensation Program (LSRCP), John Day Mitigation Program, and interfacing with Oregon and Washington and federal agencies in development of Annual Operating Plans (AOP?s) for hatcheries which influence fish populations in CTUIR ceded lands and/or potential tribal harvest.
Program Supervisor will operate directly under the Fisheries Program Manager to provide effective and efficient coordination and implementation of these artificial production program functions.

implement Integrated Hatchery Operations Team (IHOT) recommendations after production is achieved).
Responsible for CTUIR project proposal development and required project science reviews for Bonneville Power Administration (BPA) and other possible funding sources.
In coordination with project leaders, Fisheries Program Administrative Manager and funding entities, produce contract statements of work, requests for proposals, cost estimates and purchasing, invitation for bids and other administrative products.
In coordination with project leaders, manage and track project budgets, project expenditures for staffing and various other expenses necessary for implementing projects.
Develop strategic annual artificial production program work plans and budgets for project implementation, evaluate and report supervisee and program progress.
Identify needs and deficiencies of existing projects and seek improvements for continuation and efficiency of operations to maximize the overall effectiveness of projects.
Proactively incorporate developing research information regarding artificial production technologies into CTUIR hatchery facility operations to improve program efficiency.
Participate in existing and new project planning (Hatchery Master Plans, Hatchery Genetic Management Plans, etc.
), design processes and environmental compliance and permitting (Tribal, federal and state).
Identify and pursue opportunities to diversify artificial production program funding and cost-share opportunities.
Staff Management and Supervision (25%): Responsible for supervision of four artificial production project leaders and facility managers for project operations in the Umatilla, Walla Walla and Grande Ronde basins; includes supervision of manager for new Walla Walla Spring Chinook Hatchery: Work directly with the project leaders to coordinate staff hiring, training, scheduling and logistics.
Assign tasks based on project necessity, as well as employee abilities and strengths.
Oversee progress of operations as outlined by the Project Leader.
Responsible for subordinate performance evaluations, complaint resolution and disciplinary actions Supervise development of annual work plans and budget.

Evaluate project crew?s effectiveness and apply adaptive management techniques as needed.
This will require frequent communication with project leaders to determine the quantity and quality of products and accomplishments.
Ensure staff punctually submit quarterly, semi-annual, and annual reports in a manner consistent with Department of Natural Resources Fisheries Program direction and funding agency requirements.
Coordination ? Internally and as Organizational Representative (20%): Develop and maintain effective communication and cooperative relationships with CTUIR policy representatives, supervisor, project staff, and other departments as necessary.

Provide project updates and technical support as needed to the Tribal Fish & Wildlife Commission on production issues.
Coordinate production facility operations with supervisor and project staff team as necessary.

Responsible for timely submittal of BPA Pisces quarterly and annual technical reports consistent with project standards and funding agency requirements to ensure projects are scientifically defensible; CTUIR semi-annual reports, and BiOP or HGMP reports as necessary.
Summarize project data and results into reports, presentations or posters that can be shared in public forums.
