Keeping Washington Clean and Evergreen
The Nuclear Waste Program is looking to fill a Lead Mixed Waste Facility Permit Specialist- (Environmental Specialist 4) position.
The position will be located in our Richland Field Office (RFO) in Richland, WA.
In this role, you will contribute to the Nuclear Waste Program's mission towards the effective and efficient cleanup of the U.
S.
Department of Energy's Hanford Site.
The permitting and decision document review work this position will be responsible for will lead to the safe management of radioactive/dangerous waste (mixed wastes) in Washington.
You will interact with numerous professionals and stakeholders working to protect the state's air, water, and land.
Oversight of facilities throughout the state of Washington will include site visits to accomplish permitting and compliance under the Washington’s Dangerous Waste requirements and Comprehensive Environmental Response Compensation, and Liability Act (CERCLA).
Gain experience with both state and federal hazardous waste regulations, learn what it takes to manage mixed waste safely, and work on one of the largest and most complex cleanup sites in the nation at the Hanford Nuclear Facility.

Duties What makes this role unique? In this role, you will serve as a senior specialist for facilities on and off the Hanford Site by leading permitting and oversight within the Waste Management Section of the Nuclear Waste Program in the Richland Field Office, just south of the U.
S.
Department of Energy Hanford Site (https://www.

You will perform permit application review, permit development, decision document review, and oversight for assigned facilities on and off the Hanford site that manage radioactive/dangerous waste (mixed waste).
You will ensure compliance with both state and federal regulations for the safe management of mixed waste and cleanup of the Hanford Site.
What you will do: Conduct review of reports, permit applications, and decision documents for technical accuracy and to determine compliance with applicable dangerous waste requirements.
Develop an understanding, applies, and integrates state and federal requirements for dangerous waste permitting and cleanup activities.
Work with a team to negotiate permit conditions, conduct conflict resolution, and make decisions regarding technical and scientific merit of the proposal related to permitting mixed waste facilities throughout Washington state.
Support inspection personnel to perform oversight of waste management activities at permitted facilities, which includes field work.
Establish and maintain cooperative working relationships with staff, public officials, community groups, governmental agencies, consultants and various contractors and subcontractors associated with permitted facilities.
Evaluate completeness of sampling data, site characterization efforts, remedial investigations, and feasibility studies of contaminated sites.
Convey technical recommendations from the review in reports.
Qualifications Required qualifications: Nine (9) years of combined education and experience: Education: Involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
Professional-level Experience in: environmental analysis or control, or environmental planning.
Experience may include a combination of the following: Leading and overseeing work of permit writers and unit leads.
Leading and participating in enforcement activities, including representing an employer in public meetings, hearings, and/or settlement negotiations.
Assist inspectors in the investigations of environmental complaints, notifications or violations.
Communicating complex technical or controversial issues with other agencies or the public.
Participating in the development of project plans and lead implementation project plans.
Developing, modifying, or renewing water quality or dangerous waste permits.
Reviewing and developing decision documents on cleanup sites.
All experience and education combinations that meet the requirements for this position: Possible Combinations College credit hours or degree Years of required experience Combination 1 No college credit hours or degree 9 years of experience Combination 2 30-59 semester or 45-89 quarter credits.

Must be able to meet the physical activity requirements for this certification.
