Job Responsibilities/Duties
Washington River Protection Solutions (WRPS) seeks an experienced Manager to lead the Readiness and Turnover organization.
The Tank Farm Operations (TOC) Readiness and Turnover Manager is responsible for the management, leadership and oversight of the Readiness and Turnover organization.
The Manager ensures all projects and operational activities are screened, readiness/turnover activities are integrated with project and facility schedules, operational readiness and turnover activities are performed in compliance with procedures, and that required documentation is properly developed and approved.
The specific duties of the Readiness and Turnover Manager will include but are not limited to the following: * Manage the Readiness and Turnover scope by assigning qualified personnel to support projects regarding Readiness and Turnover activities.
* Oversee and track Readiness and Turnover activities are on scheduled for completion.
* Develop manpower planning estimates based on project schedules and readiness/turnover activities and ensure staffing is adequate to support planned activities.
* Conduct assessments of readiness and turnover program effectiveness, requirements implementation, and procedural controls.
* Ensure implementation of requirements in DOE Order 425.
1D, Verification of Readiness to Start Up or Restart Nuclear Facilities, including development of Startup Notification Reports and performance of Readiness Reviews.
* Manage assigned scope and team members by ensuring adequate resources are provided, assigning and tracking tasks, evaluating personnel performance and providing professional development opportunities.
* Primary interface with the DOE Readiness Program Manager to communicate upcoming readiness activities * Represent the readiness and turnover programs for WRPS * Obtain and maintain qualifications as a Readiness Representative and Turnover Specialist; * Mentor, train, coach and counsels staff team members in the effective development and delivery of assigned programs, projects and deliverables.
Identify opportunities for improvement, including professional development, training, ongoing review or work products/deliverables, and adjustments to schedule; and * Perform other duties as assigned.
Required Qualifications Grade 21: * Bachelor's degree (BA/BS) in Business Administration, Engineering, Project Management or related discipline; and * Twelve (12) years of related experience or equivalent combination of education and/or experience.
Grade 22: * Bachelor's degree (BA/BS) in Business Administration, Engineering, Project Management or related discipline; and * Fifteen (15) years of related experience or equivalent combination of education and/or experience.
Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.
Desired Qualifications * Experience in startup or restart of nuclear facilities as described in DOE Order 425.
1D * Broad understanding of nuclear facility operations and the activities necessary to ensure a facility startup or restart can be safely and successfully accomplished * An understanding of DOE nuclear facility licensing strategy and Safety Basis Amendments.
* Experienced in leading organizational change management * Experience in team building on a foundation of trust, collaboration and communication * Excellent business management and organizational skills to lead a team to deliver projects in the final phases of the project life-cycle.
* Experience working at the Hanford Tank Farms, similar DOE environment, or a nuclear facility in operational readiness or project turnover * Operations experience * 3 years of manager experience.
