Position Number 38889 Company Hanford Mission Integration So City/State Richland, WA Location Richland/2355 Stevens Posted 04/22/2024 Closes 04/29/2024 Regular/Temporary Regular Full/Part-Time Full-Time Job Duties/Scope Of Work JOB SUMMARY: The Activity Manager, with limited direction and guidance from management, assists organizational management on coordination of activities within the Waste and Transportation Services group.
The Waste and Transportation Services group is comprised of a Regulatory Compliance Officer and Hazardous Material Specialists who are certified in technical calculations and strict adherence to 49 CFR Parts 100-199, Transportation Hazardous Materials Regulations.
The successful candidate must also be familiar with these regulations along with the Federal Motor Carrier Safety Regulations (49 CFR 40, 325, 350, 355 - 399).
The Activity Manager is responsible for oversight of activities and processes associated with on-site and off-site hazardous and radioactive material shipments.
Essential job duties of this position include: * Manages multi-location shipments, multi-carrier management (rates, service, destination and origin), consolidations, carrier selection, tracking of shipments, Electronic Data Interchange capabilities, invoice auditing, detention/demurrage processes, claims, automation of processes and security.
* Identification of waste conveyance requirements used for shipments, reviews generator's documentation and ensures documentation meets the waste profile.
* Inspects waste containers prior to shipment, supplying container labeling and marking for shipment and requesting container delivery from Environmental Restoration Disposal Facility (ERDF).
* Prepares shipping documents [e.
g.
Hazardous Material Shipment Record (HMSR), Uniformed Hazardous Waste Manifest (UHWM) and Onsite Waste Tracking Form (OWTF)], completes appropriate forms (e.
g.
, OWTF request) and submits paperwork to the Transportation Certification Official (TCO).
* Performs as a Buyers Technical Representative (BTR) for service contracts.
* Oversees and works with the BTRs to provide shipment details including the shipment number, date and Charge Authorization Code Number (CACN) and maintains a signed copy of the Uniform Hazardous Waste Manifest (UHWM).
* Manages and oversees the overnight small package deliveries and process.
* Administers export/import services with U.
S.
Customs to support international shipments.
* Utilizes the Automated Transportation Logistics Analysis System to generate shipping documents as well as the electronic database interchange in support of freight bill payments.
* Employs Rad-Calc software for verification of radiological calculations required for shipments.
* Develops bid packages for hazardous and general freight movements to ensure lowest cost selection criteria are maintained.
* Manages the transportation of general freight in and out of Hanford to include reviewing the rate tenders as established by the carriers to Department of Energy (DOE).
* Obtains competitive vendor pricing.
* Processes freight damage claims and coordinates with associated parties to resolve financial responsibilities.
* Complies with HMIS policies and procedures, 49 Code of Federal Regulations, Federal Motor Carrier Safety Regulations (FMCSR), DOE-RL requirements and Commercial Motor Vehicle qualifications.
* Participates in company safety programs.
* Act as a Designated Employer Representative (DER) for the HMIS Department of Transportation (DOT) drug and alcohol testing program.
* Obtain and maintain required certifications.
Basic Qualifications * BA/BS degree in a related field, plus 8 years of related experience - OR - an equivalent combination of education and experience.
* Ability to work well in a team environment.
* Excellent verbal and written communication skills.
* Strong math and computational skills.
* Ability to work in the field independently with minimal direct supervision.
* Ability to handle multiple assignments and meet established deadlines.
* Ability to become certified and maintain required certifications for the position.
The successful candidate, if not in possession of - or - current in the following certifications and qualifications, is expected to complete and maintain as listed below: * Designated Employer Representative (DER) certification.
* Hazardous Waste, Radioactive Materials Shipper, Mixed Waste Transportation of dangerous Goods by Air Shipper (IATA) certification.
* Experience as a Buyers Technical Representative (BTR).
* Forty-Hour HAZWOPER Training and 8-Hour Annual Refresher Training.
* Possess current Radiation Worker Training.
Desired Qualifications * Designated Employer Representative (DER) certification.
* Possess certification as a Hazardous Waste, Radioactive Materials Shipper, Mixed Waste Transportation of dangerous Goods by Air Shipper (IATA).
* Experience as a Buyers Technical Representative (BTR).
* Experience in Automated Transportation Logistics Analysis Systems (ATLAS).
* Experience in SWITS and RADCALC software systems.
* Experience with driver qualification files.
* Forty-Hour HAZWOPER Training and 8-Hour Annual Refresher Training.
* Possess current Radiation Worker Training.
