Job Responsibilities/Duties
The Tank Operations Contract (TOC) Testing Manager is responsible for the management and oversight of the Tank Farm Projects (TFP) Testing organization.
This position is responsible for ensuring modifications are screened to determine testing rigor and appropriate level of management oversight, and that testing is performed in a manner that verifies plant modifications meet their design function(s).
The specific duties of the Testing Manager will include but are not limited to the following.
activities: * Manage qualified Testing personnel to ensure testing is performed in a controlled manner, test documentation is properly developed, and test results are evaluated.
* Develop manpower planning estimates based on project schedules and testing activities.
* Responsible for evaluating personnel performance and providing access to professional development opportunities.
* Supervise the Testing scope by assigning qualified Test Directors to projects supporting testing activities.
Ensure testing deliverables are meeting project needs.
* Ensure assigned testing activities are on schedule for completion.
* Proactively interface with other WRPS organizations to solve test-related project issues.
* Conduct assessments of test program effectiveness, requirements implementation, and procedural controls.
* Support internal assessments and external audits of the Test Program and testing activities.
* Act as subject matter expert and qualify management to serve on Joint Test Group/Joint Test Working Group * Make Test Program presentations as needed to internal and external stakeholders.
* Serve as the functional area manager for Test Program processes.
Required Qualifications Grade 21: * Bachelor's degree (BS) in Engineering, or related scientific discipline; and * Twelve (12) years of related experience.
Grade 22: * Bachelor's degree (BS) in Engineering, or related scientific discipline; and * Fifteen (15) years of related experience.
Desired Qualifications * Technical degree in any Engineering discipline.
* Experience developing technical procedures and instructions for use in high hazard facilities.
* Experience working with construction, maintenance, and/or operations personnel in the field.
* Demonstrated ability to present and defend technical positions to Senior Management.
* Experience reviewing and comprehending multi-disciplinary design documents; tracking, developing, and locating objective evidence indicating test requirements are met.
* Demonstrated proactive approach to completing assignments.
* Experience in the area of Startup or Initial Testing, or other relevant testing experience under an ASME NQA- 1 program (Quality Assurance Requirements for Nuclear Facility Applications) in a nuclear facility or DOE environment.
* Experienced in leading organizational change management.
* Experience in team building on a foundation of trust, collaboration and communication.
* Excellent business management and organizational skills to lead a team to deliver projects in the final phases of the project life-cycle.
* Experience developing training materials and presenting to peers and management.
